<\/p>\nDen 20 oktober 2010 antogs en resolution i EU-parlamentet med stor majoritet. Resolutionen f\u00f6rordrade basinkomst (basic income) f\u00f6r att motverka fattigdom och social utslagning i unionen.<\/p>\n

Med resolutionen ”Role of minimum income in combating poverty and promoting an inclusive society in Europe<\/a>” \u00a0framh\u00e5ller EU-parlamentet att f\u00f6rs\u00f6k med villkorsl\u00f6s basinkomst effektivt visat p\u00e5 ett s\u00e4tt att bek\u00e4mpa fattigdom och utslagning.<\/p>\n I resolutionens paragrafer 34 och 44 uppmanar EU-parlamentet b\u00e5de EU-kommissionen och medlemsl\u00e4nderna att initiera inf\u00f6randet av basinkomst.<\/p>\n 34.\u00a0\u00a0\u00a0\u00a0 Believes that the various experiments with minimum incomes and with a guaranteed basic income for everyone, accompanied by additional social integration and protection measures, show that these are effective ways of combating poverty and social exclusion and providing a decent life for all; therefore calls on the Commission to prepare an initiative to support further experiments in the Member States, taking into account and promoting best practices, and ensuring various individually guaranteed poverty-preventing adequate minimum and basic income models as a means of fighting to eradicate poverty and guarantee social justice and equal opportunities for every individual whose need can be established on the basis of the relevant regional yardstick, in keeping with the subsidiarity principle, and without calling into question the specific situations in each Member State; takes the view that this Commission initiative should lead to the drawing-up of an action plan, designed to accompany the implementation of a European initiative on minimum income in the Member States, in accordance with different national practices, collective bargaining and Member States’ legislation, in order to achieve the following objectives:<\/p>\n –\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 setting common standards and indicators on the eligibility and accessibility conditions for the minimum income schemes,<\/p>\n –\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 setting criteria to evaluate which institutional and territorial levels – including the involvement of social partners and relevant stakeholders – could be most appropriate to implement the minimum income scheme measures,<\/p>\n –\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 setting common indicators and benchmarks for the assessment of the results, outcomes and effectiveness of policy against poverty,<\/p>\n –\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 ensuring follow-up and effective exchange of best practices;<\/p>\n <\/p>\n 44.\u00a0\u00a0\u00a0\u00a0 Calls on the Commission and the EU Member States to examine how different models of unconditional and poverty-precluding basic incomes for all could contribute to social, cultural and political inclusion, taking especially into account their non-stigmatising character and their ability to prevent cases of concealed poverty;<\/p><\/blockquote>\n En villkorsl\u00f6s medborgarl\u00f6n menar EU-parlamentet \u00e4r ett s\u00e4tt att uppn\u00e5 social r\u00e4ttvisa och lika m\u00f6jligheter. I paragraf 44 p\u00e5pekas att villkorsl\u00f6s medborgarl\u00f6n \u00e4r icke-stigmatiserande och har f\u00f6rm\u00e5gan att f\u00f6rebygga dold fattigdom.<\/p>\n Det \u00e4r dags f\u00f6r\u00a0alla EU-kramare p\u00e5 v\u00e4nster och h\u00f6gerkanten att \u00e5terigen samla sig f\u00f6r att kr\u00e4va att EU-parlamentets resolution realiseras. Det kr\u00e4ver f\u00f6rst\u00e5s att b\u00e5de v\u00e4nster och h\u00f6ger fr\u00e5ng\u00e5r den naiva id\u00e9n om att endast \u00e4r l\u00f6nearbete \u00e4r legitimt arbete.\u00a0En id\u00e9 som g\u00f6r att\u00a0l\u00e5ngtidsarbetsl\u00f6sheten \u00f6kar och cyniska tumskruvar dras \u00e5t allt h\u00e5rdare p\u00e5 sjuka och andra som diskrimineras f\u00f6r att uppr\u00e4tth\u00e5lla myten om det perfekta samh\u00e4llet genom att skuldbel\u00e4gga m\u00e4nniskor som inte orkar prestera 150 procent.<\/p>\n
